المساعدات الأوروبية وربطها بتغيير المناهج الفلسطينية

ان اشتراط الاتحاد الاوروبي لتغيير المناهج التعليمية الفلسطينية لتتطابق ومعاييره الجديدة قد عرقل وصول المساعدات المالية من قبل هذا الداعم الرئيسي لميزانية السلطة الفلسطينية لأكثر من عامين ونيف. وقد أمسى الاتحاد يطالب وبصريح العبارة ومن خلال تصويت اعضاء برلمانه -بالاستناد لما وصلهم من تقارير صادرة عن معهد مراقبة السلام والتسامح الثقافي في التعليم -بوجوب تغيير المناهج الفلسطينية التي تدعو للعنف والكراهية وتحرض على معاداة السامية. لذلك فقط سعت هذه الورقة لتبيان ما قامت به مؤسسات الاتحاد الاوروبي وعلى رأسها السيد اوليفير فاريهيلي -مفوض سياسة الجوار والمشرف على المساعدات الاوروبية المقدمة للسلطة الفلسطينية -بقيادة مركب الضغط ووقف الدعم للفلسطينيين لحين الاستجابة لمطالبه بتغيير تلك المناهج. ويتضح بان قافلة المساعدات الأوروبية للسلطة الفلسطينية المشروطة قد بدأت بالفعل ويجد السيد فارهيلي آذان صاغية لاقتراحه بين اعضاء البرلمان الاوروبي وقد دُقَ المسمار في منظومة المساعدات الأوروبية، واني اشك بإغلاق هذا الملف على المدى القريب، واعتقد بان تلك الاشتراطات لن تقتصر على الجانب التعليمي بل ستمتد لقطاعات أخرى.

For more than two and a half years, the European Union’s requirement of changing Palestinian school curricula to meet its new criteria has hindered the delivery of financial aid from this primary supporter of the Palestinian Authority’s budget. The Union has come to openly demand, by a vote of its parliament members -based on what they received from reports issued by the Institute for Monitoring Peace and Cultural Tolerance in School Education – that the Palestinian curricula that incite violence and hatred, as well as anti-Semitism, be amended. This paper sought to demonstrate what the European Union institutions, led by Mr. Olivér Várhelyi – Commissioner for Neighborhood and Enlargement Policy and supervising European aid to the Palestinian Authority – have done by leading the pressure boat and suspending support for the Palestinians until the demands for curriculum changes are met. The train of conditional European aid to the Palestinian Authority has clearly begun, and Mr. Várhelyi is finding receptive ears among European Parliament members to his proposal. The nail has been struck in the European aid system, and I doubt that this issue will be closed anytime soon. I also believe that these requirements will not be limited to the educational sector, but will expand to others.
