The Ibrahim Abu-Lughod Institute of International Studies at Birzeit University, in partnership with the United Nations Development Programme/ Programme of Assistance to the Palestinian People (UNDP/PAPP), is honored to invite you to participate in a workshop to present and discuss the findings of three newly completed studies:

1.   Institutional Reform in the State of Palestine

2.   A Comparative Study of the Organizational Structures of Public Institutions in the State of Palestine

3.   Payroll, Administrative, and Budget Reforms

The workshop will take place on Tuesday, 14 October 2025, from 11:00 – 13:00 at Hall 243, Institute of Law Annex Building, Birzeit University

These in-depth studies, which will be shared with the government, serve as a vital reference for ongoing reform efforts. They build on the recommendations of the earlier Administrative Reform Study submitted to the Presidential Reform Committee and were prepared under the Transparency, Evidence, and Accountability Programme (TEA³), supported by UK, Sweden, and Australia. The studies provide a practical, evidence-based assessment of the institutional needs of the State of Palestine. They examine options for abolishing, merging, or establishing institutions as appropriate, and focus on institutional restructuring, reducing centralization, and addressing salary and wage disparities.

Simultaneous translation will be available.

Sincerely,

Basil Farraj
